Several months ago, after The Times began its investigation and asked for thousands of pages of OSPI documents, Bergeson said she began to change the way her agency operates. More recently, OSPI investigators have been completing all sex-misconduct investigations, ending the practice of dropping them when a teacher let his license lapse, she said.
